Remarks:

  • Productivity increase refers to the percentage of improvement that is added to the province's base production. Increases are not cumulative so the percentage is always applied to the base production and then added to the overall production.
  • You cannot produce all upgrades immediately. As these province upgrades just arise with the currently upcoming industrialization, they are not all developed at the beginning of 1914. At least one nation has to build one of these province upgrades in order for all of Europe's countries to achieve the necessary knowledge to build the next upgrade. This means that harbours will become available with the completion of the first fortress, railways with the completion of the first harbour, and so on.
  • Each upgrade can only be build once in a province and they cannot be demolished.
  • In some provinces, harbours can be build at different locations. As one can only build one harbour and since harbours have a strong effect on travel speed, you should select a location that fits your desired movement routes.
